- Since September 1999, he served in the structures of the National Security Committee of the Republic of Kazakhstan: head of the department for Alma-Ata and Alma-Ata region, since July 2000 – deputy, since May 2001 – first deputy chairman of the National Security Committee.
- Since November 2001 – Deputy Head of the Security Service of the President of Kazakhstan.
- Since January 2002 – President of the National Olympic Committee.
- In 2002-2007 Aliyev was Extraordinary and Plenipotentiary Ambassador of the Republic of Kazakhstan to a number of countries.
- In 2000-2007 President of the Football Union of Kazakhstan.
- During the leadership of R. Aliyev as president of the FUK, the geographical residence of the federation was changed from AFC (Asian Football Confederation) to UEFA (Union of European Football Associations).
