- In November 1985, he became chairman of the Alma-Ata city executive committee.
- In March 1990, Nurkadilov became a deputy of the Supreme Soviet of the Kazakh SSR of the 12th convocation. In the spring of 1991, he was chairman of the City Council of People’s Deputies and concurrently the first secretary of the city committee of the Communist Party.
- After the establishment in the spring of 1992 of the institute of regional, city and district administration Heads, Nurkadilov was appointed Head of the Administration of Almaty, and remained in office until the end of June 1994.
- In the period from December 1995 to May 1997, he was a deputy of the 1st convocation of the Mazhilis of the Parliament of the Republic of Kazakhstan.
- From May 1997 to 2001 – Akim of the Almaty region.
- In 2001 he was appointed chairman of the Agency for Emergency Situations of the Republic of Kazakhstan.
- From May 1986 to January 1994 he headed the Football Federation of the Kazakh SSR, then the Football Association of the Kazakh SSR, after the Republic of Kazakhstan.
