- In 1970-1986 he worked as the Head of the organizational and administrative department of the party committee for the Almaty region, was the second secretary of the Almaty city party committee, secretary of the party committee for the Almaty region, headed the Republican Kazakh Main Literary Association.
- Baltagulov was a member of the All-Union Society «Znaniye» (knowledge) and the Soviet Committee for the Protection of Peace, deputy chairman of the committees of Kazakhstan, deputy of the Supreme Council of the Kazakh SSR.
- Candidate of Philology, holder of such orders as «of Friendship of Peoples», «of Labor Glory», «of the Red Banner of Labour», «Kurmet», medals and honorary titles of Honored Worker of Culture of Kazakhstan, honorary citizen of Almaty region. By the decree of the First President of the Republic of Kazakhstan N. Nazarbayev, he was awarded the honorary title of Honored Worker of Kazakhstan.
- For many years he headed the work of the Museum of Folk Musical Instruments named after Ykhlas.
- In the period from 1976 to the first half of the 80s, he was the chairman of the Football Federation of the Kazakh SSR.
